What is the Lead Pipe Replacement Assistance Program?

Many older homes in our District, especially those built before the 1980s, have lead service lines that connect the city’s water supply to household plumbing. Lead exposure can lead to serious health issues. To address this, Mayor Bowser launched new programs to replace these pipes, allocating $10 million for this effort in Fiscal Year 2022, from October 1, 2021, to September 30, 2022.

The Lead Pipe Replacement Assistance Program (LPRAP) uses these funds to help eligible residential property owners replace their lead pipes by covering the cost of replacement.

  • Age of your home: Homes built before 1986 are more likely to have lead pipes, as the use of lead in plumbing materials was common until it was banned that year.
  • Pipe material characteristics: Lead pipes are soft and easily scratched with a key or coin. When scratched, they reveal a shiny, silver-colored surface.
  • Bulbous pipe connections: Lead pipes may have bulb-like swelling at the pipe joints.
  • Water quality issues: The presence of rust-colored water can indicate pipe corrosion, which may be associated with lead pipes. A metallic taste in your drinking water can be a also sign of lead contamination.
  • Health symptoms in household members: Unexplained symptoms such as fatigue, abdominal pain, or developmental delays in children may be linked to lead exposure.
  • Getting a professional lead pipe inspection: Consult a licensed plumber or your local water utility for a definitive assessment of your home’s plumbing materials.

How to Apply for the Lead Pipe Replacement Assistance Program

To qualify for LPRAP, D.C., homeowners must meet the following conditions:

  • Location: The property must be situated within the District of Columbia.
  • Pipe composition: The private portion of the service line should be made of lead, galvanized steel, or brass, while the public portion should be free of lead.

Homeowners can verify their eligibility by using DC Water’s Lead Map to check the materials of their service lines.

Once you’ve verified your eligibility, you can apply for the program through one of the following methods:

  • Online: Complete the application form available on the Department of Energy & Environment (DOEE) website.
  • Email: Send the filled application and required documents to leadline.replacement@dc.gov

LPRAP in Washington, D.C., offers significant support to help offset those costs. All District homeowners are eligible for a minimum of 50% coverage of the replacement costs, up to $2,500. Income-qualified households may receive up to 100% coverage. Additionally, DC Water provides a 100% discount on the replacement of lead pipes on private property for eligible homeowners.

At the federal level, the 2021 bipartisan infrastructure bill allocated $15 billion over five years to replace lead pipes and service lines across the United States. This funding aims to address the public health and economic benefits of removing lead from drinking water systems.
